
New state laws House Bill 1 (the Youth CAMPER Act), Senate Bill 1 (the Heaven's 27 Camp Safety Act), and Senate Bill 3, were signed Friday, September 5, and took effect immediately. These laws enhance safety measures at Texas summer camps and better protect Texans from catastrophic flooding events. GSTOP is working closely with the Texas Department of State Health Services to determine how these new laws impact GSTOP camp properties.
We have been informed by the Texas Department of State Health Services that Ritz and Outpost units at Camp Kiwanis must be closed immediately for overnight stays, due to their location in a FEMA-designated floodplain. These areas of Camp Kiwanis remain available for day use.
We thank you for your patience, while we learn how these new laws will impact GSTOP camps as a whole. Matt Sutton, our Chief Administrative Officer, and Dugan Holt, our Property Lead, are in close contact with state and youth serving agencies, as we all navigate the implementation of these new laws.
